April Mastroluca

Vice President, Strategy and Public Policy

April Mastroluca is Vice President of Strategy & Public Policy for The PMA Agency, where she advises clients on complex policy issues, strategic planning, and stakeholder engagement. Drawing on her deep experience in public service, nonprofit leadership, and community advocacy, April helps organizations navigate challenging conversations and translate ideas into meaningful, lasting action.

 

A former Nevada State Assemblywoman, April chaired the Health & Human Services Committee, where she honed her ability to manage complex discussions, build consensus, and shape policy with long-term impact. She has spent more than 20 years championing equity and community-driven causes, bringing nearly two decades of nonprofit sector experience to her work supporting organizations through strategic planning, organizational assessments and customized training.

 

April’s career is defined by her ability to facilitate complex conversations, align diverse stakeholders, and guide teams through meaningful change. As a facilitator, she is widely recognized for creating welcoming, collaborative environments where every voice is valued. Her straightforward, engaging approach helps groups break down barriers, identify practical solutions, and strengthen relationships.

 

Outside of her professional work, April enjoys traveling and exploring new places, spending time with her family, and cheering on the Los Angeles Dodgers. An avid reader and lifelong learner, she finds inspiration in afternoons spent at local bookstores.

In 2023, April reached another milestone by earning a license to provide consulting services to nonprofits interested in building capacity, accountability, and sustainability through the implementation of the Standards for Excellence® code—making her the only consultant in Nevada with this distinction. This license demonstrates that April has the knowledge, skills, and tools necessary to work with nonprofit organizations across the country.

 

The Standards for Excellence Institute® evaluates fundamental values such as honesty, integrity, fairness, respect, trust, responsibility, and accountability, all of which are inherently important in the nonprofit world. This national program has been formally adopted by several state, regional and national affiliate organizations, and is supported by over 300 Licensed Consultants and 75 volunteers with professional experience in nonprofit governance and administration. The Standards for Excellence® initiative helps nonprofit organizations achieve the highest benchmarks of ethics and accountability in nonprofit governance, management, and operations. The program currently has nearly 200 individual nonprofit organizations that completed a rigorous application and review process to demonstrate adherence to the Institute’s published Standards for Excellence® code.
